Re: [csswg-drafts] [css-content-3] Display alternative text of `content` property (#7974)

FYI Chrome appears to _display_ both the image and the alt text if the image is present; if the image does not exist it does not display the text or a placeholder. There is an example of this on MDN:  ["Image combined with spec"](https://developer.mozilla.org/en-US/docs/Web/CSS/content#image_combined_with_text) 

Note that the example is under review because I'm following this item to determine whether the text should ever be displayed, and under what circumstances.
