Anecdotally, I've always seen `system-ui` advertised as "use this keyword so that the user sees the same font as their OS", so I disagree with your first dot point. From my point of view, the problem is your second dot point: that for some versions of windows in some languages (particuarly when the language of the webpage does not match th language of the OS) the font chosen is sub-optimal.
