I mean simple WA API animations, not scroll-linked ones, that are paused, and then driven by the author - say via user interaction (e.g. `touchmove`). So these too can have their `currentTime` set back and forth.
My question is do we count these as monotonically increasing as well? Or in a more generic form, do we disallow scrubbed effects entirely? Or allow them for now only via the mechanism I described above?
