I'd like to add support to @faceless2 stating that there are in fact implementations of the GCPM and other specifications targeting paged output. That they are not web-facing is not unexpected for specifications that target print and PDFs. So when counting independent implementations, please don't exclude candidates based on their target medium, especially when the specification targets that exact medium. Regarding the GCPM specifically, I think that it should preferably only be retired after all remaining parts have been moved to different specifications. There is not much left, and all of it should fit into existing specifications.
