[csswg-drafts] CSS Color 4 to Candidate Recommendation (#7393)

== CSS Color 4 to Candidate Recommendation ==
CSS Color 4 is now in good shape. The specification is a [substantial update (compared to CSS Color 3)](https://drafts.csswg.org/css-color-4/#changes-from-3) in functionality, precision, and clarity. Other specifications are referencing it, both CSS WG specs and others, such as HTML for Canvas 2D.

It is implemented and shipped in WebKit in its entirety, and is now being implemented in Gecko and Chromium as well. It is also implemented in JavaScript libraries such as [color.js](), Python libraries such as [Coloraide](https://pypi.org/project/coloraide/) and [in PostCSS](https://github.com/postcss/postcss-color-function)

Test [coverage](https://github.com/w3c/csswg-drafts/issues/6306) in [WPT](https://wpt.fyi/results/css/css-color?label=experimental&label=master&aligned) is good (9k subtests), and the spec is fully annotated for WPT so each tested section has links to tests and test results.

Conformance to CSS Color 4 is [part of Interop 2022](https://github.com/web-platform-tests/interop-2022/issues/20) as [Color Spaces and Functions](https://wpt.fyi/results/css/css-color?label=master&label=experimental&product=chrome&product=firefox&product=safari&aligned&q=label%3Ainterop-2022-color)

[Horizontal review](https://github.com/w3c/csswg-drafts/issues/4943) is [complete](https://www.w3.org/PM/horizontal/review.html?shortname=css-color). Several aspects of CSS Color 4 were discussed at the [Color Workshop](https://www.w3.org/Graphics/Color/Workshop/talks.html#color4).

There are (currently) [4 open issues, 198 closed](https://github.com/w3c/csswg-drafts/issues?q=is%3Aopen+is%3Aissue+label%3Acss-color-4), and most new issues are raised by implementers. 

Last /TR publication was [28 April 2022](https://www.w3.org/TR/2022/WD-css-color-4-20220428/); the [changelog](https://drafts.csswg.org/css-color-4/#changes-from-20220428) is up to date and shows 4 changes since then, and I [just requested republication as WD](https://github.com/w3c/csswg-drafts/issues/6900#issuecomment-1160495005) to make that zero.

Its time to move to CR.
