Why the 2 in the grammar: `[ vs <color>#{2,}`?

`color-contrast(wheat)` gives white or black
`color-contrast(wheat vs maroon)` gives maroon or white or black
`color-contrast(wheat vs tan, maroon)` givestan or maroon or white or black
