Re: [csswg-drafts] [css-anchor-1] Preserve the previously used fallback position when all fallbacks fail (#8200)

I think this sounds reasonable - remember which fallback option you last used, and then whenever you'd fall off the end of the list, use the last remembered fallback option.

Timing needs to be defined, and behavior for when the box is hidden/shown. Is it acceptable to use the same RO-based timing as contain-intrinsic-size's ["last remembered size"](https://w3c.github.io/csswg-drafts/css-sizing-4/#last-remembered), and the behavior where the memory is attached to the element rather than a box so it's preserved across a hide/show?
