Based on regular user feedback, it's clear that fine grained control over scrollbar elements via the WebKit pseudo selectors creates accessibility problems for end-users. It would be nice to explore other options for styling the scrollbar, but I agree with @frivoal that formalizing the WebKit styling isn't the best solution.
