Okay I am in fact seeing the same sort of issue for other terms. For example [CSS Text 4 refers to `font-size` from CSS Fonts 3](https://drafts.csswg.org/css-text-4/#index-defined-elsewhere) despite that term being [better defined in CSS Fonts 4](https://drafts.csswg.org/css-fonts-4/#propdef-font-size).

Is this because these specs (Color 4, Fonts 4) have not yet moved to CR?
