I think it's fine. Library / framework authors might want to use layers to structure their code, without offering "reliable" hooks that their users can use to tweak them: it it gets understood as an API, they'd have to maintain it to avoid breaking usage, and may not wish too. It seems that anonymous layers give them better encapsulation.
