I pushed a [first draft of the specification](https://github.com/w3c/csswg-drafts/blob/main/css-scoping-2/Overview.bs), which should eventually show up on [drafts.csswg.org](https://drafts.csswg.org/css-scoping-2/) (but hasn't at time of posting).

Parts (or all) of that should likely move into the css-cascade specification. Adding agenda+ to group input on next steps here, either moving some/all of it into Cascade (L6?), or publishing as a First Public Working Draft.
