It seems that it's too late to change `overflow` away from "x y" ordering, regardless of whether it's a good idea. I think the follow-up question is, can we / should we switch the order of `scroll-snap-align` to match `overflow` (at least in horizontal writing modes)? Or should it stay consistent with `place-*` (and inconsistent with `overflow`)?
