(2) and (3) are intentional - we use initial caps before a colon, but lowercase after a colon.

The inconsistent casing of hyphenated words is unintentional; they should be capitalized. We'd happily accept a PR for that.

The casing of "Status of this document" comes from our boilerplate, and is unfortunately standardized by the W3C.
