This is the wrong way to go about it IMHO. Doing a long series of backward-incompatible changes to how properties work for `::marker` is very bad for authors. Also, adding UA rules to `::marker` affects both inside and outside markers. What we should do is to: 1, define the layout model for outside markers, and 2, allow **all** properties on them, unless there's a _very_ good reason to deny authors to use some of them.
