Re: [csswg-drafts] [mediaqueries-5] duplication of `forced-colors: active` and `prefers-contrast: forced` (#5433)

The main arguments I and others made **against** `prefers-contrast: forced`: 

1. We should keep `forced-colors` for interoperability, unless the new syntax proposal provides sufficient benefit to warrant deprecating existing implementations. In my opinion, it doesn't provide additional benefit. (More on that below, since it's the primary point of disagreement.)
2. Keeping the two media features separate increases author clarity. `prefers-contrast` is only ever about a preference for more or less contrast. `forced-colors` is only about whether colors are forced, regardless of contrast.
