"Computed value" is one of the value computation stages; it is not directly relevant to the serialization of any particular value stage. Serialization is defined by CSSOM, and generally by the "shortest serialization principle" and "in order according to the grammar". The grammar for the property lists the axis information before the angle information in the relevant clause, so `y 45deg` is the correct serialization for that value - it's as short as possible (giving the axis by name, when possible, is preferable to giving it as three numbers), and the axis comes before the angle.
