@Karric the best thing to do is start with use cases: “It may be desirable to X *because* Y.” Tell a story why this new feature is useful, show sites where it is being approximated with other features but failing for this reason or that, or show how often people produce the effect with a non-CSS tech (Canvas, or a graphic tool) and demonstrate why it would be better to have this natively supported in CSS.
