Yes okay, `<br>` acts as a paragraph separator, hence the result.
However, since there is linebreaking processing model being discussed in CSS ([ยง5](https://drafts.csswg.org/css-text-3/#line-breaking)), why not take this opportunity to try to do something for this specific problem.
