The line in the spec I'm proposing to change is the one you based the change on, and since that change introduces far reaching, detrimental, consequences to the usefulness of css-variables in any component at all, _and_ is contradictory/inconsistent with everything else in the spec regarding initial values, it would have been better to fix that one line spec instead of changing behavior in both FF and Chrome, imo
