Regarding separate accent foreground and background colors, are there existing form control designs where the two colors can be independently chosen?  Or is it just that the accent foreground color is chosen automatically based on the background?  For example, on macOS you can select the accent background color from a specified set of colors, but the foreground color is chosen automatically (it's white, unless the highlight color is "Graphite" then it's black).  I'm not convinced we really need the two separate properties, as opposed to having requirements that, if they do honor accent-color, implementations must do so in a way that does not cause contrast issues.
