Re: [csswg-drafts] [css-backgrounds] `background-size` at-risk? (#3742)

The CSS Working Group just discussed `background-size at-risk`, and agreed to the following:

* `RESOLVED: Close no change.`

<details>
The full IRC log of that discussion

<fantasai> Topic: background-size at-risk
<fantasai> github: https://github.com/w3c/csswg-drafts/issues/3742
<heycam> fantasai: this one weird case of SVG that doesn't have a size or aspect ratio
<heycam> ... I don't think we should mark the entire property at risk for this
<heycam> ... worst case, if it's the last thing blocking REC, we can make the case it's a bug that will some day get fixed
<heycam> chris: are you saying it is correctly defined but implementations haven't implemented correctly?
<heycam> fantasai: I believe so
<heycam> chris: I'm prepared to argue to leave it then
<heycam> RESOLVED: Close no change.
</details>
