I don’t agree that labeling things from a Level 1, 2, or 5 spec as “CSS4” will be at all confusing to Authors. Why? Because 99.9% of Authors have no idea that CSS is born in specs that have Module Level numbers. Some of the biggest fans and best teachers of CSS Grid have no idea what's in Grid 2 vs Grid 1 & Grid 3. (Rachel knows. I know. But we are both on the CSSWG.)

Web designers & developers don't care. Spec level numbers are not part of _any_ conversation Authors have. It's the CSSWG who knows the level numbers by heart, and refers to them as a thing. It might be hard for CSSWG members to understand how little this will matter — but it won't matter. Authors will not be confused.
