I vote for a new CSS version, because as a French CSS developer: * I witnessed very few books in France since CSS3 * I witnessed very few training request since CSS3 * I witnessed very few interest from JS developers since CSS3 I vote for a yearly snapshot because it's predictable, regular, and it makes a breaking change with the old version number. For the question of how the author will know which CSS they can use, I think the browsers will be very happy to announce their full support of CSS2018 or CSS2020, since it's very good for marketing.
