I'm in favor of the proposal, even if I agree it needs to take into account the criticism that has been noted above, and find ways to compensate it. 

I think the main advantage is from a cognitive perspective even before the marketing angle. It's easier to wrap the mind around, which is why it's easier to market, which is why it gets marketed. While I totally see the downside of a misrepresentation, there are major upsides in creating every few years a form of "major snapshot" that is has a bit more weight than existing snapshots. 

The downsides should be compensated however. Rachel Andrew has a point, and I feel that while doing CSS4 (and following) it's also important to use the chance to clarify these points too — whichever form it could take. Maybe it's a matter of defining stages of features inside these major snapshots, or else. In the end, we have the "Candidate", "Candidate recommendation" and "Recommendation" already, we could do something like that.

I'd add one note: these "major snapshots" should not happen too frequently. Let's think in terms of cycle of adoption and education, which I feel have a 2-5 years cycle ("feel", so research is needed), and plan these cycles in a sensible way (i.e. I feel "1 year" would be too short).
