Actually I believe the Snapshots and this should be two different things. The Snapshots are heavily dependent on the CSSWG process, and where exactly in the process a spec might be. It's officially legally... there are many considerations for what's included in or excluded from the Snapshot. If we define CSS4, separate from Snapshots, we could focus on making a list that's designed for Authors.
