I'm the original commenter, so I guess "Commenter Response Pending" is for me. I agree this is out of scope for the css-text-3 spec, so I'm OK with closing it. But even if it isn't in scope for the spec, it is relevant for linebreaking, affects tests and implementations, and it would be good to put this question to rest. UTC not having a public tracker is unfortunate.
