SamB has just submitted a new pull request for https://github.com/w3c/csswg-drafts:

== Use ASCII filenames ==
The server seems not to like non-ASCII filenames, so ...

This is neither normative nor substantive, just an attempt to get https://drafts.csswg.org/css-inline-3/#drop-initial to actually display all of the figures.

I am not aware of any patents covering this technique.

See https://github.com/w3c/csswg-drafts/pull/4403
