I hadn't given more thought to the CSS property than having it be equal to the html `loading` attribute. Of course, it seems natural this would apply to background-images and generated content aswell. I had presumed the Feature-Policy's [`loading-image-default-eager`](https://github.com/w3c/webappsec-feature-policy/blob/master/policies/loading-image-default-eager.md) (previously `lazyload`, which also enables delegation of `loading`) included background-images.
