Having read through the agonizingly long PR, the thing I think is being raised is on the Intent to Ship Google group [here](https://groups.google.com/a/chromium.org/forum/#!msg/blink-dev/jxiJvQc-gVg/wurng4zZBQAJ):

The resulting issue is that currently background images are not being loaded due to this change which is considered a [bug](https://bugs.chromium.org/p/chromium/issues/detail?id=950503) and should be fixed prior to shipping per this [comment](https://groups.google.com/a/chromium.org/d/msg/blink-dev/jxiJvQc-gVg/hfiqsWeYBgAJ).

Also it seems that @svgeesus pointed out that #1603 should be able to address this issue but it doesn't seem any modifiers (that I can currently find) have been defined, thus this won't be loaded lazily from what I can tell.

But... if that isn't the case it would be good to have clarification @Malvoz
