Controlling the caret in general is useful, including its shape, as evidenced by the links provided in https://github.com/w3c/csswg-drafts/issues/4402#issuecomment-540542376, and the specification is exploring that. However, given no evidence that the specific caret shape that this issue is suggesting is in common demand, I'm closing as wontfix.
