Now, in CSS3 and CSS4, such sentence was removed: https://www.w3.org/TR/css-fonts-3/#font-size-prop https://drafts.csswg.org/css-fonts/#font-size-prop https://www.w3.org/TR/css-fonts-4/#font-size-prop I think it should be reinstated.
