OK! But then the spec says

> If the computed value of `overflow` on a block box is not `visible`, it creates a new block formatting context for its content.

If the proposal is accepted it will mean that only one of `overflow-x` or `overflow-y` may be `visible`, so please clarify if the BFC is established only when both are not `visible` or if one of them suffices.
