For Gecko, the behavior in the second comment is just because we haven't made `transform` a presentation attribute yet. See Mozilla [bug 878346](https://bugzilla.mozilla.org/show_bug.cgi?id=878346) and [bug 1435443](https://bugzilla.mozilla.org/show_bug.cgi?id=1435443).
