I thought we had one, but apparently we don't. :) <a href="https://lists.w3.org/Archives/Public/www-style/2015Jan/0223.html">This email</a> mentions a previous 1-million minimum, which got removed during some rewrites.  A <a href="https://lists.w3.org/Archives/Public/www-style/2015Jan/0269.html">later CSSWG resolution</a> states to add it back in, but doesn't seem to have happened...
