@r12a There's really no way we can dictate the perfect behavior, some of it is just really too strange for most font engines to handle (imagine one part of a cluster being both in a different font family and also 3x the size of the rest).  However, I've added some clarifications to what's intended in https://github.com/w3c/csswg-drafts/commit/72cf00533ef2d8c9a9537a6a744f4d58d6cea236 , including a statement of what *should* happen ideally as you requested. Please let me know if this is sufficient.
