Well, the Shadow DOM [`::slotted(*)`](https://developer.mozilla.org/docs/Web/CSS/::slotted) pseudo-element [does allow](https://drafts.csswg.org/css-scoping/#slotted-pseudo) being followed by one more pseudo-element, so special casing the `::scrollbar-*` custom elements to allow having their own pseudo-classes wouldn’t be without precedent.
