[csswg-drafts] [css-align] definition of fallback alignment shouldn't link to itself

dbaron has just created a new issue for https://github.com/w3c/csswg-drafts:

Right now the [definition of fallback alignment](https://drafts.csswg.org/css-align/#fallback-alignment) contains a link to itself in its final sentence.  This is confusing, since it looks like it will be a link to something else with more information.  It shouldn't be a link.
