Hmm. The new definition seems aimed at matching implementations, rather than at making sense on its own from basic principles. Given the goal of the spec, this is fine **if** all implementations already agree. Do you have tests to support that? Have you run them on css print formaters that support table header/footer repetition (prince, antenna house, pdf reactor)? If they all agree, I'm fine with the new definition.
