I don't think yes should cause the position of the underline to move 
to account for arabic. As being discussed in 
https://github.com/w3c/csswg-drafts/issues/727#issuecomment-279907906,
 it is likely that shifting the position of the underline is the 
correct behavior for that language, but that should come out of an 
other property 
(https://drafts.csswg.org/css-text-decor-4/#underline-offset).
