/cc @tabatkins @frivoal ... any thoughts on this more refocused proposal? the fact that there's a shortcoming (not being able to detect a mixed set of hover/non-hover capable pointers) is now at least mentioned in the spec thanks to https://github.com/w3c/csswg-drafts/pull/842 but it would be perhaps nice to see if the shortcoming itself could be overcome
