I think what you just said is a clearer restatement of my own 
confusion. :) In order to effect the WG resolution, we need to assign 
them to a baseline-sharing group.

I'm not really convinced the resulting behavior is useful, and I'm not
 sure what would be. It is merely the most consistent with what 
happens in inline layout.
