Between `place` && `arrange`, `place` seems better to me. 

  Sounds out there, but for the sake of education & finding another 
option then those two options, why not `position`?

Seems consistent with not adding word  associated with "placement" to 
CSS that can lead to cognitive noise when a author is solving a layout
 problem.
