I don't think it cannot be done in the UA stylesheet, but I don't 
think there's a big problem in doing it as a used value instead of 
computed value. The need to lookup the value on parent elements, and 
to check whether the element it applies to is editable or not remains,
 so there is some inherent complexity to solve, but if that's more 
easily dealt with at used value time in both Gecko and Blink, we 
should probably do it there.
