Two separate style rulesets can each be scoped, which will not share 
with each other, or the rest of the document for that matter. It's 
like an unnamed namespace, if that makes any sense. 

If they're under the same namespace, they're specific to that 
declaration, and are intended to be shared, but only within 
definitions. Yes, very confusing, but an important differentiation.
