I'm tempted to ask what "you other people" have against decimal 
number, but anyway.
Percentages are fine where they are appropriate and natural. 
Percentages in rgb() were used purely because number without percent 
were already taken, and referred to a 0 to 255 scale, thus making the 
values of 0 and 1 ambiguous unless % was used as a flag.
