VC Barcodes, VCs for Recognition, and VC Barcodes as CG-Final Reports

Hi all,

Thanks to everyone who helped polish these three specifications as we moved
them to their "Community Group Final Report" stages. This is a prerequisite
stage prior to these specifications moving into the newly re-chartered
Verifiable Credentials Working Group (per its refreshed charter).

It's great to see yet more work "graduate" from this group!
