Specs moving to Final Community Group Reports

Hi all,

I've done some preliminary work on three specifications which are moving
from the CCG to the newly rebooted VC WG.

Each of these specifications needs to move to formal "Final Community Group
Report" status before they can be brought in (formally) into the Working
Group primarily to facilitate the confirmation of contributor licensing
(via the CLA and FSA). You can read more about all that at

The following PRs should prepare each of these specifications for
finalizing that process:

Please take some time to review these and if you have contributed to them,
please be ready to take the necessary steps to confirm your contributions
can move to the next stage within the Working Group process.

Thank you to everyone who participated in the work on these specifications
thus far! It's exciting to see more of the CCG work graduate to this next
important phase.
