It's currently not on the priority list because there is nowhere for
it to land at W3C. What we really need to do is refactor the W3C WGs
and move some specs around, perhaps in this way:

W3C Censorship Resistant Technologies WG:

* DID/CID and DID Resolution specifications
* Data Integrity specifications
* Decentralized storage specifications (Encrypted Data Vaults and
Wallet Attached Storage)
* Authorization Capabilities (ZCAPs)

W3C Verifiable Credentials WG:

* Verifiable Credentials Data Model
* Status list specifications
* Render method, confidence method, refresh, etc.
* VC Barcodes and Wireless
* Verifiable Issuers/Verifiers
* VC API for Lifecycle Management

In order to do that, though, we need a coalition of organizations to
agitate for that change... and we need more people stepping up to do
the work. 2-3 people, without organizational backing, that want to do
ZCAPs isn't going to cut it. We (Digital Bazaar) are very supportive
of ZCAPs and want to see the work standardized. The technology is
built into all of our products and we shipped it in production years
ago. We have also talked w/ Bengo and Dmitri on how we could change
the spec to finalize it and put it on the global standards track.
Involving the DIF AI Agents group would be good to help build
momentum.

I'm happy to agitate for this change at W3C TPAC this year with W3C
Staff and Management... but we'd need more than a handful of
individuals to do so.
