The key differences at the moment are that the VCoW spec:

* provides a mechanism to convey a VC or a VP over NFC
* provides a mechanism to execute the VC API over NFC
* provides for protocol flexibility (a mechanism to "upgrade" to any
other protocol, including OID4VP, VCAPI, DIDComm, etc.)
* provides a mechanism to convey non-digital credential payloads over
NFC (transit cards, security keys, hotel keys, etc.)
* works at a higher layer of BLE that is exposed by WebBluetooth
* works at the layer of NFC that is exposed by WebNFC
