mDL and how often we use it

Andrew asked a key question about mDL usage, and I want to come back to that. He said:

There are 2 key points:

* The answer to how often one uses a Driver's License depends on context, as I discuss in this blog ( https://kimdhamilton.com/american_privacy/ ).

* More crucially, the *promise* of mDL is that it's more secure for a wider range of interactions, such as online. I.e. past performance may not be indicative of future results.

I'm especially curious how the ISO mDL working group approached this question, including these nuances, in their discussions as it affects risks and mitigations.
